The 3C Conference 2009 gathered close to 300 participants from different policy communities (foreign affairs, development, humanitarian aid, defence, police, finance etc.) representing

• nearly all OECD countries as well as Brazil and South Africa
• 14 partner countries
• key international and regional organisations
• selected think thanks and civil society organisations.
